Balancing AI cost efficiency with data sovereignty
The cost efficiency of AI and data sovereignty are in conflict, forcing a rethink of global organizations’ corporate risk frameworks.
For more than a year, the generative AI narrative has focused on a race over capabilities, often measuring success by the number of parameters and flawed benchmark results. However, the board talks are subject to a necessary correction.
While the appeal of low-cost, high-performance models provides a tempting path to rapid innovation, the hidden liabilities associated with where data resides and state influence force a re-evaluation of vendor selection. China-based AI lab DeepSeek has recently become a focal point of this industry-wide debate.
According to Bill Conner, former advisor to Interpol and GCHQ, and current CEO of Jitterbit, DeepSeek’s initial reception was positive because it challenged the status quo by showing that “large, high-performance language models don’t necessarily require Silicon Valley-level budgets.”
For companies looking to reduce the massive costs associated with generative AI software, this efficiency has been understandably attractive. “These announced lower training costs have undoubtedly reignited industry conversations around efficiency, optimization, and ‘good enough’ AI,” Conner notes.
The risks of artificial intelligence and data sovereignty
The enthusiasm for underperformance has collided with geopolitical realities. Operational efficiency cannot be separated from data security, especially when this data feeds models hosted in jurisdictions with different legal frameworks regarding privacy and state access.
Recent disclosures related to DeepSeek have changed the calculus of Western institutions. Conner highlights “recent US government revelations that DeepSeek is not only storing data in China, but actively sharing it with the country’s intelligence agencies.”
This disclosure takes the issue beyond standard GDPR or CCPA compliance. “The risk profile is escalating beyond typical privacy concerns into the realm of national security.”
For business leaders, this represents a specific risk. LLM integration is rarely an independent event; It involves linking the model to private data lakes, customer information systems, and intellectual property repositories. If the underlying AI model possesses a “backdoor” or is required to share data with a foreign intelligence service, sovereignty is revoked and the organization effectively bypasses its security perimeter and erases any cost efficiency benefits.
“DeepSeek’s entanglement with military procurement networks and alleged export control evasion tactics should serve as a critical red flag for CEOs, IT managers, and risk officers alike,” Conner warns. The use of such technology could inadvertently expose a company to sanctions violations or waivers in the supply chain.
Success is no longer just about creating code or document briefs; It is about the legal and ethical framework of the provider. Especially in industries like finance, healthcare, and defense, the tolerance for ambiguity regarding data lineage is zero.
Technical teams may prioritize AI performance standards and ease of integration during the proof-of-concept phase, which may ignore the geopolitical provenance of the tool and the need for data sovereignty. Risk officers and IT managers must impose a governance layer that interrogates the “who” and “where” of the model, not just the “what.”
Governance of AI cost efficiency
Deciding to adopt or ban a particular model of AI is a matter of corporate responsibility. Contributors and customers expect their data to remain secure and to be used only for its intended business purposes.
Conner puts this clearly to Western leadership, noting that “for Western CEOs, IT managers, and risk officers, this is not a matter of exemplary performance or cost efficiency.” Instead, “it is an issue of governance, accountability and fiduciary responsibility.”
Companies “cannot justify integrating a system in which the location of data residence, intent of use, and state influence are fundamentally ambiguous.” This opacity creates unacceptable liability. Even if a model delivers 95% of a competitor’s performance at half the cost, the potential for regulatory fines, reputational damage, and intellectual property loss immediately wipes out those savings.
The DeepSeek case study serves as a catalyst for reviewing current AI supply chains. Leaders must ensure they have complete visibility into where model inference occurs and who holds the keys to the underlying data.
As the generative AI market matures, trust, transparency, and data sovereignty will likely outweigh the appeal of initial cost efficiency.
