On Wednesday, the governor of the state of Texas, Greg Abbott, called for a special session to consider legislation to improve emergency warning and response systems in areas exposed to floods throughout the state.
The announcement comes days after the death of more than 100 people, and nearly 200 others lost, on the fourth of July Texas Hill rural floods.
The floods, which were caused by excessive rain near the Guadalobi River, have swept people and homes through multiple provinces early Friday morning. The officials said the river rose about 30 feet within 45 minutes.

The Minister of Internal Security (DHS), Christie Nayyim, addressed the failure of the flood notification at a press conference on Saturday, claiming that the administration was working to update the national weather service and the “neglected” and “old” systems.
Noem has pledged to upgrade weather technology, which she described as “neglected for a very long time”, to ensure that families are “the largest possible amount of advanced notice.”
She added that the reform continues, although it has not made a schedule.
