HHS blocks illegal immigrants from Head Start program, saving $374 million

The Trump administration announced on Thursday that the Ministry of Health and Humanitarian Services will prohibit illegal immigrants from access to the services funded by taxpayers, including the early childhood education program.
The agency announced that it will inflict an interpretation of 1998 of the 1996 Personal Reconciliation law (PRWORA), which has extended some federal general advantages of those who live in the United States illegally.

PRWORA, known as social welfare reform, was approved during the Clinton administration and gave countries greater independence to managing social welfare programs.
HHS said that the new policy is applied to the definition of PRWORA in the simple language of the “federal public benefit”, that programs that serve individuals, families or families are subject to eligibility restrictions and show that HHS programs have not been officially exempted under the PRWOra exceptions.
Among the programs that are no longer available to illegal immigrants, it will be Head Start, an educational program and feeding early childhood for low -income families.

HHS initial analysis estimates that American citizens can get up to $ 374 million in Head Start services annually.
“Besides HHS, the administration of children and families (ACF) is committed to providing and protecting resources that serve the most vulnerable in America,” said Acting Andrew Jaradison. “The Head Start classification under the interpretation of the new PRWORA puts American families first by ensuring the archives funded by taxpayers for eligible individuals.”
Other services that have now been classified under the category of “federal public benefit” include grants for workforce programs, mental health and drug use, among other things.

The new policy enters into force when publishing in the federal registry and has a 30 -day suspension period.
