Louisiana congressional map blocked for diluting Black voting power

Judges in the Court of Appeal in the Fifth Circuit refused to request Louisiana to allow her to enforce the map of the restriction of congress long ago, and to connect a blow close to the Republicans in the state by ruling that it is largely up to the unconstitutional racist map.

All three judges voted on the bench to support the minimum court ruling that the relevant map-which was originally approved by the Natural Legislative Authority in Louisiana in 2022-violates Article 2 of the 1965 voting rights law by reducing the voices of the black population in the state.

They also confirmed the decision of the District Court that the relevant map violates Article 2 of the voting rights law by “mobilizing” black voters in a small number of black -majority areas, and “breaking” other black societies across multiple regions, which deprives them of the opportunity to form effective voting blocs.

The judges in the committee also rejected the state’s claim that the circumstances in Louisiana have changed enough to make the conscious treatments of the race outdated.

“There is no legal basis for this proposal, and the state did not provide any evidence that the circumstances in Louisiana have changed” enough to cancel this need, “the court said in its decision.

A judge in the committee issued a residence before the court ruling that could take force, although the case is a point of discussion, because the Supreme Court, which is also reviewing the map, has already done so earlier this year.

The ruling issued by the fifth circle, which has a good reputation as one of the most conservative appeals courts, is a victory in the recent term of the American Civil Liberties Union and other prosecutors who filed a lawsuit against the map of the state of strength.

However, it is possible that any comfort of the plaintiffs is a short -term court ruling.

In March, the Supreme Court listened to the oral arguments in the Louisiana case against Calis, which also focuses on the legitimacy of the re -division of circles in Louisiana and whether race should be considered a factor in drawing new areas in Congress.

Then oral arguments focused on whether it was Louisiana efforts to re -divide the circles She was tightly designed to meet constitutional requirements and whether sweat was used in a violation of law, as Abelis claimed.

The Supreme Court said in June that it would hear additional arguments in the case throughout the fall, noting the need for more information before it was issued.

Earlier this month, the judges have ordered both parties to provide complementary summaries by mid -September, and they define more detailed arguments for the proposed Louisiana map and against it and whether the deliberate construction of the second black Congress region “violates the fourth and fifteenth amendments to the American constitution.”

The precise consideration of the Supreme Court is the clearest sign so far that the re -division of circles remains at the forefront of mind in the period before the mid -term elections 2026 and beyond.

It also comes at a pivotal time in the United States, where the battles of re -dividing the new and politically neglected circles appeared in other states before the renewal elections next year.

Louisiana, for her part, has reviewed the congress map twice since the 2020 census.

The first edition, which included only one region of the black majority, was banned by a federal court in 2022. The court stood at the Louisiana State Conference in NAACP and other prosecutors, and the ruling of the mitigating map is the black voting authority and ordered the state to be re -drawn by January 2024.

The new map, SB 8, the second black majority area. But it was almost immediately challenged by a group of non -black prosecutors in the court, who took the case with a new area that spanned about 250 miles from the northwestern corner in Louisiana to Patton Rouge, in the southeast of the state.

They argued in a lawsuit that the state violated the condition of equal protection by relying heavily on race to draw maps and established a “second black and surah” black region. “

The intense court of Louisiana confirms that the battles of re -dividing the broader circles in the states led by Republicans and Democrats throughout the country, surpassing new congressional maps with attention to the mid -horizon renewal elections.

In Texas, tensions reached a temperature after lawmakers in the democratic state fled from the state of Lun Star to prevent the governor of Texas, Greg Abbott, to organize the legislative legal quorum to pass the map of the re -division of new circles, which would create five additional areas of Republicans.

In California, the governor of the state, Gavin News, responded by introducing his new map that prefers Democrats.

This step highlights how both parties participate in the battles to re -divide the circles, as the countries led by Republicans have pushed maps to defend the majority of the Republican Party and Democrats who seek to expand their advantages. As with most of the mid -time after the new president is elected, it is expected that the year 2026 is expected to be a referendum on the White House – raising fears of the Republican Party that they may lose control of the room.
