Modesto police detail undercover illegal gambling operation, after community complaints
The Modesto Police Department took to social media to share insight into an undercover pot and smoke enforcement operation, with several people arrested for allegedly offering illegal gambling.
This was the week the Modesto Police Department’s Crime Reduction team (CRT) worked in coordination with law enforcement to conduct an operation targeting illegal online gambling and smoke shop violations.
Police say this came after numerous complaints from the community about alleged illegal gambling activities occurring within local businesses.
“Through undercover operations, officers identified four locations that were providing access to illegal online gambling. Undercover officers opened gambling accounts at the businesses, placed bets, and were able to gamble and collect winnings directly from store employees. Based on these investigations, search warrants were served at each location,” the post read.

As part of the operation, a coordinated inspection of a smoke shop in California City was also conducted. According to police, “two of the four companies were found to be in possession of tobacco products with prohibited flavors and were issued fines of $20,000.”
They also suggested that two of the sites were offering expired food products in what they described as an attempt to hide gambling operations while pretending to be convenience stores.
The results of the enforcement include the arrest of four people for allegedly offering illegal gambling, as well as the arrest of one employee for possession of methamphetamine.
Officers confiscated approximately $27,000 in cash, and prohibited flavored tobacco products were seized at two locations, with citations issued.
“The Modesto Police Department remains committed to addressing illegal gambling, enforcing tobacco regulations, and responding to quality of life concerns raised by community members. These operations are part of ongoing efforts to hold businesses accountable and ensure compliance with state and local laws,” the department wrote in a Facebook post.
Police continue to say that anyone with information regarding illegal gambling activity, illegal tobacco sales, or other ongoing concerns is encouraged to contact the Modesto Police Department.
