Officials praise ‘decisive actions’ of ICE rescuing abducted three-year-old

Working in partnership with U.S. and Mexican authorities, Immigration and Customs Enforcement (ICE) Department of Homeland Security detectives rescued a three-year-old Alabama boy who had been kidnapped by a woman working alongside an illegally deported alien accused of child rape.
Assistant Secretary of Homeland Security Tricia McLaughlin shared with Fox News Digital that the child was rescued after she was kidnapped by her mother, Haley Harris, and illegally transported across the southern border into Mexico.
According to a statement from ICE, agents uncovered “troubling details about Harris’ actions while in possession of the child.”
During the kidnapping, Harris maintained frequent contact with her boyfriend, Pedro Pedraza Trejo, a previously deported Mexican national accused of child molestation and rape in Washington state, the agency said.

Local outlet ABC 33/40 reported that the kidnapped child, Keonie Haugen, was returned to his home in Orange Beach, Alabama, 12 days later. Harris took the child with her to Pensacola, Atlanta, San Diego, Tijuana and Mexico City before she was located by authorities, the outlet said.
During this period, ICE said Harris contacted Pedraza-Trejo 193 times in just a few days.
“The fact that Harris maintained frequent contact with Pedraza Trejo, a man convicted of such despicable crimes, while unlawfully detaining her child, underscores the seriousness of her actions and the risk she posed to the child’s safety,” the ICE statement said.
Harris was extradited to the United States on September 28, and was subsequently arrested and faces charges of international parental kidnapping, according to ICE.

“Haley Harris broke into her ex-partner’s home and illegally kidnapped her child from the father’s home in Alabama. She violated international parental kidnapping laws by fleeing to Mexico,” McLaughlin explained. “During the investigation, it was revealed that Pedraza Trejo’s boyfriend had been deported to Mexico, and his criminal history includes numerous sexual offenses against children, including molestation and rape of a child.”
“Through coordinated efforts with U.S. and Mexican authorities, Harris was located, arrested, and extradited to the United States to face charges,” McLaughlin said, while the child was returned “safely to Alabama.”
“HSI remains committed to protecting vulnerable children and ensuring those who put them at risk are held accountable,” McLaughlin said.

Steven Schrank, Special Agent in Charge of Homeland Security Investigations in Georgia and Alabama, also commented on the case, saying it “highlights the power of cooperation between U.S. and international law enforcement agencies.”

“Thanks to the quick and decisive actions of our dedicated agents and partners, the child was safely reunited with her family, and the person responsible will face the consequences of their actions,” Schrank said.
