The Seoul Metropolitan police detailed that the suspects have violated the Korean Racing Authority law, which states that all races must be made by the organization and no gambling is allowed to use official races.

However, the office in the city of Hoshi Minh was a prosperous process across the border, reaching more than 170 billion winners in the bet, using Korean race shots from November 2022 to November 2024.
