Why California’s SB 53 might provide a meaningful check on big AI companies

The California Senate recently gave final approval of the new artificial intelligence intelligence bill, SB 53, and sent it to the Governor Gavin New Love to sign or veto.

If all of this seems familiar, then it is because newsom has achieved another security bill of artificial intelligence, which was also written by senator Scott Winner, last year. But SB 53 is narrower than the former SB 1047 for Wiener, focusing on the large artificial intelligence companies that achieve annual revenues more than $ 500 million.

I got a chance to discuss SB 53 with my colleagues Max Ziv and Kirston Corussec in the latest pioneering property of TECHRUNCH. Max believes that the new Wiener bill has a better snapshot to become a law, partly due to the focus of the large company, and also because of its support by the AI company.

Read a preview of our conversations about the integrity of artificial intelligence and legislation at the state level below. (I edited the text for length and clarity, and to make us a little more intelligent.)

Top: Why should you care about the safety of artificial intelligence that passes a room in California? We enter this era as artificial intelligence companies have become the most powerful companies in the world, and this will be one of the few checks on its power.

This is much narrower than SB 1047, which got a lot of decline last year. But I believe that SB 53 still puts some meaningful regulations on artificial intelligence laboratories. It makes them publish safety reports for their models. If they have an accident, this is mainly forced them to report this to the government. Also, for employees in these laboratories, if they have concerns, they give them a channel to report this to the government and not to face companies’ retreat from companies, although many of them have signed NDAS.

For me, this looks like a possible examination of the strength of technology companies, something we have not already faced over the past two decades.

Kirsten: To your point of view on the reason for the importance of this at the state level, it is important to think about the fact that it is California. Each major Amnesty International company, if not based here, has a great imprint in this state. Not that other countries do not concern – I do not want to receive emails from people in Colorado or anything else – but it is important to be specifically California because it is already a center for artificial intelligence activity.

My question though, Max, does it seem to be a lot of exceptions and sculptures. It is narrower, but it is more complicated than before [bill]?

Top: In some respects, yes. I would like to say that the main sculpture of this law is that he really is trying not to apply for small startups. Essentially, one of the main differences on the last legislative effort of Senator Scott Winner, who represents San Francisco, who has composed this law, many people said that the ecosystem may harm the start of operation, which is presented by many people because this is an increasing part of the California economy at the present time.

This bill applies specifically to the developers of artificial intelligence [generating] More than 500 million dollars [from] Artificial intelligence models. This truly tries to target Openai, Google DeepMind and Evans Big Nisss, not your startup.

Anthony: As I understand it, if you are a smaller emerging, you have to share some safety information, but not as much.

that it [also] It is worth talking about the broader scene about the list of artificial intelligence and the fact that one of the big changes between last year and this year is now we have a new president. The federal administration has taken more than one position, and companies should be able to do what they want, to the extent that they already guarantee [language] In financing bills, states cannot have a list of artificial intelligence.

I don’t think any of this has passed yet, but they will likely try to get this in the future. So this can be another front in which the Trump administration and blue countries fight.
